The flashback reveals that Nemo was once a member of the council of tartaros, a town in the northeast part of Japan. The town is in bad shape, Nemo explains, and the council has agreed to use etherion, a powerful magic cannon, to destroy the entire kingdom. The council has sworn to secrecy about etherion's use, but Nemo says that the council is in a crisis because the council members are using it to kill council members without questioning them.
