In this chapter, we're told that the sky is falling, and that the floating islands in the sea are falling because of the magic of the land. This means that the magic from the island of Edolas is going to be transferred to the land of the earth, which will take it and make it another part of the new world. This is a big deal, because it means that all the magic in the world is going away. Everyone is freaking out, and they can't even use their weapons anymore. The magic is disappearing, and everyone is running away from the battle. Everyone thinks that they're going to have to retreat, but the magic is still flowing in the air, and it's their punishment for defying the "Exceed" . It's our punishment. The fire hydrant breaks, and the fountain doesn't move, and all the streets are shut off. The people need a new king to calm their fears and anxieties, and to lead them into happiness
