The council chamber has been built on top of the r-system, which means that it's connected to the Council Chamber. The council doesn't know who they're fighting, and they don't even know the name of the man who's calling himself "Jellal" . They're worried that they'll have to wait until the ceremony tomorrow at noon to start the r system, and that they won't be able to see each other again after the ceremony. The Council is all, "You're the guy who betrayed us, and we'll punish you for it" , and then they go on to talk about how nice they can be, and how nice it would be to punish one of them for leading the others in the escape. They all agree that the Council is just like the black wizards, and the only difference between them and the rest of the world is that they have no laws about magic.
