The council is meeting to discuss "tarpos" , which is a term used to refer to a group of demons that have banded together to form an independent guild. The group is called the "Magic Bastard Council" and is made up of representatives from all over the world. The elder elf tells the others that they should take the fairies "side a lot recently" because it is time for them to taste the "full might" of the council. He also tells them that the weird bug is in the dark guild, but they must report it to the council so that they can decide what to do about it. The elf also tells the other members that they need to report the strange bug to the magic council because it reminds them of the "strongest demon" in the book, the "worst demon" of "zeref."
