This chapter opens with a soliloquy by the council member inspector. The council member tells the audience that they are going to "destroy the moon" and that they will be able to return the island to its original form. He explains that the moon is taller than the giant armor, and that the villagers cannot go to the moon's ruins to destroy it. He also explains that they need to combine the armor's throwing power with the villagers' firepower. The Council Member explains that there was a "evil membrane" that covered the island during the moon-drip ceremony. Now that the membrane has been broken, the moon will return to the Island. The villagers' faulty memories caused them to believe that they were the originals of the island because of the damage caused to their memories by the moon drip. They couldn't go close enough to the ruins, he explains, because they were all "demons" . He then explains that all of the villagers were originally human, but because they thought they were demons, they were unable to change into human beings. This is because they believed that their memories were caused by the damage done to their originals by the drip ceremony. This makes the villagers look like angels, but they are actually demons.
