In this chapter, we learn that the power of the scales is the most powerful bargaining chip. Luo zheng punches Ming tian in the face, but he's still able to keep his wits about him. He's so strong, in fact, that he can keep fighting even if he loses his hand. Ling yan, the demon representative, is also in the meeting hall, and he tells Luo-zheng that Ming-tian wants to speak with him. Ling-yan says that if Ming-yan becomes hostile, he'll deal with him himself. The demon representative says that no living being ever has complete control over a tower of sins, but that's because of his efforts. He says that he doesn't believe that fate is to blame for what happened, but rather that his efforts are the cause of it. He asks how much control the tower has over the demon, and the demon says that it was once a godly tower owned by an upper-world being. He then asks how they can settle the accident where he tried to kill him before. He hopes that they can get to a peace treaty through this negotiation.
