In this chapter, de lostos and the other detectives discuss their new plan. They're going to show the city that they have control over the crime scene and that they can do whatever they want with it. Tora is going to be the new boss of the homicide squad, and she's going to have the power to arrest anyone who wants to do anything with the murder of Mccarthy. He's not going to let anyone else do the job, and he doesn't want any of his men to be distracted by this new power. He tells everyone that he's heard about the murder and wants to see if he can help. He invites everyone to meet him the next day in San Diego. He wants to know if he'll be able to help, too, since he hasn't done his job in a while. He says that since he was suspended, he'd like to check on whether he can do any detective work. He also wants to check out his personnel files, since there are rumors that he has some kind of weapon that can be used against criminals. He offers to let everyone know where he came from and where he is going, but he won't tell anyone where he went or what he was up to. He asks that they meet him at the airport at 9 p.m.
