The wind is blowing so fast that they can't see where they're going, so they'll have to wait for the wind to blow them out of the way. They'll be able to see where the balloon is going to land, and they can use that to their advantage. They talk about how they should be careful because the enemy will try to surprise them with a full-scale power battle.
