In this chapter, we're introduced to a new character, who we'll call "San." He's the kind of guy who's always on the lookout for the next person to pass by. We're guessing that's because he's a little obsessed with the casting vote, which is basically a voting system that allows people to vote for people they think are important. In other words, he wants to be able to cast the votes for the people he thinks are important to him. He wants to make sure that the people who vote for him are the ones who are going to get elected to office. He'd like to be the guy who gets elected president of the country , but he can't because the voting system is so complicated. He also wants to know if he can vote for the person he thinks is the most important person in the country. The voting system, he says, is like "playing god" . It's like when you vote for a bunch of people, but one person cheats and everyone else has to do the same thing. He wishes that he could vote for himself instead of the other way around.
