He says that if the constitution guarantees this, then he'll be able to participate in this festival. The students agree to a rehearsal, and the narrator argues that they should put on more of a "minimum cultural performance" than they've ever done before. He points to the fact that the script is so dumbed down that it would be too high for a festival performance, and he says that he's looking forward to the festival, so they should just go ahead and perform. He's not sure if they should do a comedy or a musical, but he'd rather do a "cultural character" performance than a "cultured art" performance. He doesn't understand how they could possibly put on such a low-class performance, since they'd have to say "nocchi desssu" or "cultural arts" or even "cultural rap music" instead of "cultural poetry" .
