The Covenant's second soliloquy begins with the words, "we must save every one." The Covenant is in the middle of a discussion about how to save the world. It's clear that this is a reference to the fact that the Covenant is made up of many parts, each with its own set of rules and laws. The first part of the speech is about how the Covenant must save all its members. The second part is about the Covenant itself, and it's about how it must be saved. The Covenant says that it has to save all of its members, including the founder, because she's the only one who can move freely in the Covenant. She's also the one who has the power to destroy the enemies of the Covenant, and that's what the Covenant needs to do right now. This is the first time the Covenant has been able to do this, since it was born out of the chaos of the Revolution. So, the Covenant asks the founder to help it. The founder, she says, is the only person in the world who can do this. She was born into the world without being corrupted by the King of Morocco, and she was able to nullify the King's pledge to renounce war because she was born in this world, even though she is a slave to the King.
