All troops pull out. They're leaving the wagons behind, and they're going to have to retreat without further casualties. They don't know what's going to happen to them and eren once they get back to the gate, so they've got to figure out a way to get back on their horses before the enemy can attack again. The only way to do that is to go back to their horses and refill their gas and blades. They didn't really know what the enemy was going to do, but they'll have to figure it out later. They can't do that until they are safe and sound back at home. They need to make a soldier to go after the enemy, but that's not a good idea, because the enemy has the same equipment as the soldiers. They could just blend in with them, and then the enemy would be able to escape. They have to be ready to lose everything and fight, because it's risky to use their power against the enemy.
