This chapter opens with a soliloquy by a young man named Moonanal. He tells the reader that he came to be a leader in the fire service because he wanted to be the one to take the risk in the face of a great catastrophe. He says that he was stripped of his medal twice for disobeying orders and that he is now being marked a traitor. He asks that the company prepare themselves for the coming catastrophe.
