As soon as shinra comes back, they'll be safe without him. They can tell everyone he's a spy for them, and they can blame him for all their problems. They don't have to blame him, though, because he was a spy at the Haijima power plant before he came to school. He was there for a while when he couldn't control the school's children very well, and the school was just a "guinea pig" for him. He says he'd be happy to be a spy, if it meant that he could help them. He's surprised that they let shinra go, since he came from Haijima, and he thinks they're trying to sell him out. They're worried about him, he says, because they can't let one of their soldiers be sold out. He doesn't want to be the one who sells out one of the soldiers, so he'll stay at the academy.
