That's right, he has the "ultimate talent" of being able to "control the elements" . That means he can do whatever he wants with the sun and the moon, and he can even control the wind and the water . But, he doesn't have the power to do anything with the fire, because it's part of the "yin and yang" fire formation. So, the only way to get rid of the fire is to break the fire's core, but Yueru can't do that because the fire was created by the core's fire-starting power. He tells us, "the world of immortal cultivating is cruel," and that he'll "heal" tianze, the governor, and get him out of there.
