The scene shifts to the youth center where the governor and his secretary are waiting for the performance to begin. The theater staff is busy setting up the stage, but they can't get to the theater because of the traffic jam. They think the performance has been arranged in the rush hour, and they're not sure why there is a traffic jam in the middle of such a rush hour. They don't think the governor is anything but a puppet, and he's now useless. They suggest that he set the fire, but the dude says it's too late to do it now, since he accepted the money. The dude tells the secretary to call the police, and the secretary says he'll do the job himself. He'll borrow his phone and call the cops.
