Haruto returns to the scene of the first act. He tells us that his skin is regenerating rapidly, and that the water in the shelter has completely dried up. He asks if all the survivors have made it out, and he asks if there is electricity. The news is that 20 political parties have been working to get rid of the current government, and there is talk of a no confidence vote in the cabinet. The Prime Minister has canceled his scheduled press conference and has been busy dealing with the fallout from his party's failure to win the election. Haruto wonders why the Prime Minister would do such a thing as to leave it to the surface. He wonders if he left it as a challenge, or if it was manned by some other body. He also wonders if the three professors who are supposed to arrive soon will be able to get to the shelter. He then wonders if they have time to do so, since Naruse has been gravely wounded, but she has taken a bullet in her gut. He says that he will have to look into the matter first, but that she is safe.
