This chapter opens with a description of Mishima, the vice principal of the U.S. Marshall's School of Nuclear Medicine. Mishima introduces himself as "vice principal mishima" . He tells the audience that he is a member of the medical team sent by the Prefect of Ibaraki to clean up the radioactive fallout from the earthquake in Japan. He asks the other members of the team to join him in the mission. He also tells them that the Prime Minister's office has refused to send an evac chopper to help them until the meeting is over because the Prefect is there on security duty. The Prefect tells Mishima that he thinks the meeting will be over by the time they send the chopper, but Mishima says that he does not think it will be until someone rids the ghosts of the First Division from the fort. He says that the girls are not at fault, but that they need to be careful handling weapons. He adds that he will put his glasses over the table so that Mishima will not be alarmed if anything happens to him. He then tells her that he has gotten all the weapons he ever dreamed of and that he would never have been able to see such a thing in person if he had not had them. He is amazed at the power of the weapons and wonders what a world they live in now. He wonders where in the world they are now, and wonders if anyone makes girls do the work of a real man. He remarks that there is a boy who is working on the radioactive dustpan to clean it up, and that the Prefect sent someone to do the same job 20 years ago. He speculates that he may have been followed by the scent of the Prefect's dog, which he believes to be the wolf. He realizes that the cell phone is broken and calls for a repairman.
