They can give her Dr. Coppelius's drug, but they can't give her the power to do it on her own. They have no choice, says the Governs, but to give the drug to her would be like giving her to an angel chick. They think that if they gave her the drug, she could control her own powers, but that's not possible. They feel like they're going too high, and that they'll die.
