The next morning, Gojiro and Hirohito try to escape by train, but the power pole has been knocked out and the entire area is without power. The first commander of the 1st division tells his men to direct all civilians to the closest evacuation center. He also tells them to send in the Minister of Defense, who is the current Prime Minister. He tells them that he is heading for the Prime Minister's office and that they need more information about what is going on. He says that the government officials fled just as the civilians were fleeing. The government officials, too, were victims. He asks why they didn't do anything for 20 years. It's been two years since the meltdown. The public has spoken, he says, and they chose to accept the power of the atom bomb. The rest of the journey is the same as his and his son's.
