The Prefect of the Prefectural Council is waiting for the signal from the Prefect's office. He wants to know why the Prefect is not speaking to him. The Prefect tells him that he is busy. He tells the Prefect that the Prefect detected too high a concentration of radioactive cesium-137 in the area and that it would be dangerous for ibara to pass through the area. He asks the Prefect if he thinks that the three professors are in charge of the situation in Japan, and the Prefect replies that they are not. He says that the only thing that matters is the safety of the people in Japan and that they should not be worried about what happens in the country. He also says that he wants to kill ibara, but the Prefect refuses to listen to him, saying that he does not think he is doing anything wrong. He goes on to say that he knows where the monster circus is, and that one of the van whooped the Prefect in the direction of the Governess. He then says that three professors have gone to another organization, and they are still missing. He adds that they were caught by the ants and will be taken as hostage to be traded for a prof. He refuses to take anyone for a favor, and says that his coppelion belongs to him
