The next morning, the men wake up to find that the water in the evacuation shelter has reached the top of Dogenzaka Hill, where they can use the emergency elevator to get people out of the flooded area. They plan to send a tour bus to fetch the people and bring them back down to the ground. When they hear the sound of the explosion, they realize that the explosion was caused by a gas leak in the electrical system. They decide to use the backup generator to power the elevators.
