In this chapter, we're introduced to some of the characters who are going to play a key role in the plot's development. For example, the guy who's going to give the signal to the walker is called "one of a man with victory in his grasp" , and he's a villain. He's got a lot of nasty things to say about the government, and it's clear that he doesn't really care about the people of the United States. The guy who gives the signal is called a "one-man with victory" . And that's just the tip of the iceberg, says the guy in the walker. It's not just the government that needs to be worried about: there are plenty of other countries that need to worry about the same thing, too. The government needs to figure out a way to enforce patents on everyday goods, not just on military devices.
