In this chapter, the reader is introduced to a new character, a member of the Secret Service. He is introduced as the "Director of the Foreign Visitors' Bureau" , and he tells the reader that he is leaving the bureau because he does not want to meet with the commoners without his presence. He tells the audience that he has left the office because all the guests are proud of him and refuse to meet without him. He also tells them that the Director is visiting the Imperial Palace to update the situation. He asks the audience what they can do to prevent such an accident from happening. He says that he was looking for scraps of information that he could use to gain more information.
