Oland asks who the hell is she, and the doctor tells her that she is the head of medical development at the hospital. The doctor says that he was made special by some kind of medical technology, as in people remodeling people. He says that the first thing the military wanted was a weapon that would cost less to produce than a high-quality ox tank. The military wanted to make an equally-effective weapon at a lower cost. The result was the invisible nine. Oland wonders why the military didn't just invent the term "unfair" and start mass-producing it. The invisible nine can be divided into cease-fire and new developments independently proposed by the military.
