The Governess tells the mayor that the circus has come to town and that he should stay out of the way. She also tells him about the places where stray dogs gather, and asks the mayor to help her escape. He agrees, and tells the Governess that he doesn't like the way he's been sneezing all day. He also tells her that he almost forgot to bring the bag with him from the section three people. He tells her to get the bag back to the people in the section. He says that he has a cold, and it's the sneezing that's causing him to sneeze. He's also worried about the letter, which is still in the mail. The mayor tells him to make sure there's enough telegraph usage forms, and he suggests that they reach out to Alice in the morning in case she needs to talk to them. He warns the mayor not to interfere with his mission, because the soldier is sworn to secrecy, and the town will be ruined after the troops have left. He asks if the corporal has been shot just for kicks, but the mayor says that it was for kicks. He then tells him not to tell anyone that he just saw a soldier that evening. The captain says that the corporal was shot on purpose for kicks and that the information was promised. He orders the captain not to do anything without his permission. He has a room at a hotel.
