In this chapter, the Governess explains that she is not ashamed of what she has done. She says that even though she is a lowly servant, she has the power to play a part in the rescue of the French troops. She tells the others that she will discuss the matter with them. The Governess says that the joint congress is under the jurisdiction of the Foreign Visitors Bureau and that they simply took the initiative to launch the rescue operation. She asks the other men in the room if they knew that the empire was mass producing supplies. They would have been able to draw the conclusion on their own. She then asks the others to leave the rest of the room to the "demonic mask"
