The next morning, the gang's leader, Urusula, tells Conrad how much he's changed since the beginning of the book. He tells Conrad that he and his partner, Count Jukniene, have grown up, and that they're still the same gang members. Conrad tells him that the state has created a new gang for each of the city's three districts. The state has also created a "safe haven" for criminals who want to hide out. Conrad says that the military has been keeping an eye out on the districts' commercial dealings with foreign countries.
