The chapter opens with a description of the number of perceivers in the universe. The narrator tells us that there are two or three of them in every thousand people. Seven years ago a young man showed up in your city, and a trail of information was intercepted from another dimension. The young man wanted to know how to remove the location information from his surroundings. The backyard manager tells him that the reflectance of different objects is different. Some have small reflectance, like dirt, or sandstone. One mirror, two sides, distance equal, small hole, image inverted. Tears only stop when a candle is burned, implying physical changes. He tells the backyard manager that he just wanted to support the young man for some reason. He says that the light source is always alive, and that nothing happens to the perceiver. Everyone is safe as long as she is alive, he says. He adds that the target of the light is very strong, and if the target provokes the target, the consequences would be dire. He suggests that they take out the source of light, but that they don't provoke the target because the target might be stronger than the master.
