It's a way for people to communicate with each other's souls. The guy is speaking in mandarin, which means that he can only communicate with one person at a time. This means that if the guy is lying to them, they can track his location. The only way to do this is to step onto the bridge first. This way, he says, they won't be able to kill the others. This is because the bridge is a "bridge of soul" , meaning that the soul of the person who is using it can only walk through it once. If the person is using the bridge as a whole, then they can't kill the other people. If they are using it as a single person's bridge, then the person using it will not have to tell anyone to kill anyone else. So, the only way for the guys to get started is to get on the bridge. They need a rope, but they don't have enough. The rope isn't long enough to pull the guy up. He's got a string puppet that spits out the rope. He can only control it with his soul. The guys just wait for him to get up.
