In this chapter, the reader is introduced to Dr. Bledsoe, who is a member of the Triumvirate, a group of scientists who study the effects of light on the human body. Dr. Owen is also introduced, and he tells the reader that he has come to investigate the possibility of a second race of light-sensitive beings, who will be able to travel through time and space. He explains that he is interested in this topic because he wants to understand the nature of the second race. He wants to know why they exist, and what they will do after they are created. He is also interested in how they will react to the fact that they have been created to guide other humans through the process of evolution.
