In this chapter, we learn that Zhaiwu is using his ability to resurrect soldiers who have died in battle to create a "ghost legion" of loyal soldiers loyal to him. In other words, he's using his power to resurrect people who have been killed on the battlefield and make them loyal to himself. This is a pretty awesome trick, but it's not going to last long.
