Enoshima is a small island off the coast of northern Japan. It's a popular tourist destination, a place for water sports, and a place with a large yacht harbor. The island's mayor, Enoshima Prefectural Police Chief Nadeshiko Matsudaira, and his assistant, officer Shimo Mizuki, have been ordered to leave the island. They've been told to return to their posts, but they're not allowed to do so. The Prefectural police chief, Morino, tells the mayor to go back to the city and ask for help.
