In this chapter, we learn that shinozuka is going to run for mayor of a neighboring town, which means that she'll be leaving her home and going to work for the new mayor of the town where she's been living for the last nine years. She's already nine, so she doesn't have a lot of time to grow up before she leaves. But she does have some advice for her son: he needs to learn how to be a good mayor and to be loved by a dragon. She tells him that he'll need to learn to use a bow and arrow to deliver messages, and he should learn to shoot at people instead of using an arrow to shoot a note. Oh, and she also tells him to keep his mouth shut, because he's too young to know what it's like to be the mayor of another town.
