It's the 18th of September, and Hiroshi has just returned from his trip to the moon. He's not feeling well, and he's worried about what's going to happen to him and his family when he gets back. Hiroshi tells him that he'll be fine, but that he needs to make sure that he doesn't get into any trouble with the moon because it's his job to protect it. He tells Hiroshi not to worry, though, because he has a plan for him. First, he wants to get the mayor to listen to him. He wants to know what the mayor's plan is, and what he should do if things don't go his way. The mayor, he says, is too busy talking smack about how awesome the moon is to be the mayor of a small town like his own. He should listen to his own plan, which is to crush the mayor with the dragon's spear. He says that if the mayor tries to resist, then he has no choice but to drop the girl. He also says that he can back off, but if he does, the mayor won't be able to win the election. He asks Hiroshi if he can help him, but Hiroshi says that there's someone else who's more worthy of running for mayor. If the mayor can hear him, he can also help him.
