In this chapter, the mayor of Okayama speaks with the other demons, who are gathered in the city hall. The mayor tells them that the gods are coming to the city in October, which means that they have to get there early. He also tells them to be on their best behavior. The other demons are impressed by the mayor's ability to control the crowd. They are also impressed that the mayor has been working so hard for the sake of the city. The minister tells the demons that he will be moving them "openly" from now on.
