The seal is said to be an ancient skill that was created by the god of the underworld. In order to learn it, one needs to be a god-level expert. The emperor seal is an extremely difficult skill to learn, and Cai Ling would have to suffer serious consequences if he learned it. However, the seal is only an introduction to the other skills in the scroll, so Cai Ling does not need to learn all of them at once.
