In this chapter, the Time Traveller explains how he plans to use the backup power to restore the entire city. He tells Silver that he and Ulysses have made a pact that they will not leave each other without a good ending. He explains that he will guard Silver's journey and ideals, and Silver will be his soldier. Silver wonders what has happened to the missile base. The backup power has not been turned on yet, and the missile depot remains empty.
