The chapter opens with a flashback to the first meeting between Tetamaki and the other members of the student council. The flashback shows that Titamaki is angry with the other students because they are planning a ceremony for their own self. He tells them that he will not participate in the ceremony because he is the president of the council. He also warns them that they will be expelled from the school if they do not comply with his orders. He says he will return to the council office and ask them what is going on. He asks them to help him with the ceremony for yamada and he will help them if they cannot accept his help.
