At the beginning of the second chapter, Tommo and the rest of the men discuss the new human-control bill and how they plan to use it to their advantage. Tommo tells the others that he is going to take the plan and put it in a hole and wait for the time when they need to execute it. He tells them that they will have to wait until the time is right to execute the plan, but that they can't wait any longer. They decide to use the runway as a staging area for their plan. They plan to disguise themselves as cars and wait until they see that the anti-mandatory forces are on the move. They also decide to carry a gun with them.
