In this chapter, we learn that sato has just released a message and wishes that he were inside the base. The narrator is shocked to learn that there are no remaining civilians in the base, and he wonders why they would want to control it. He is amazed that they joined forces with sato, because sato is clearly a danger to them all. He says that he would rather live in a civilized country than in a war-torn one.
