The final chapter opens with the passage of the "new demi-human control bill" by both houses of Congress. The bill is designed to protect society from "the brutal, dangerous presences, known as demi- humans" . The new law will come into effect on 1st of March. It is unclear whether or not the Self-Defense Forces should be allowed to use armed force in a public security operation. The self-defense forces cannot issue an order for an attack without an attack from the enemy. In other words, if the enemy attacks the country, it is not a national crisis, but rather an act of tyranny by the ruling class. The question of whether the country will be governed by the final wave or the second wave remains unanswered. The only way the country can be governed is if the country is ruled by a single man, and that man is sato. If sato does not govern the country by himself, then he will have to rely on the support of his allies. He has no allies and no strategy, and he has no time to prepare for the final battle.
