In this chapter, the Chief explains that he is happy to be promoted to the rank of lieutenant. He tells the audience that the crime plan didn't work, but that there were still a hundred people killed. He wants to talk about his son, who is applying for the class of gifted youth at the school. The Chief says that they don't yet know if he'll pass the test, but he can recommend him to the military training in the future. He also says that after a long time of separation, he figured out that there's something more important than family, and that if he changes his mind, he can come to him. He says that the family is important, and if you want to come to the Chief, you can change your mind.
