In this short scene, we get a glimpse of what's been going down at the palace. The police have stormed the palace and taken out several people, including Anzai, who's transformed into a masked assassin. Ambu lances have been stolen from the palace, and the police have no way of knowing where they're hiding. The only way to find them is to go to the palace's courtyard and pick up the stolen ambu lance. It's not clear whether this is a good idea or a bad idea, but it's clear that the police don't want to be involved in any more bloodshed. They're also worried about the new cabinet, which is supposed to be set up to replace the old one.
