The bar owner, Sakaki, tells Sawazaki that he has to go to the meeting to decide whether or not to allow devils to live in the state. He says that even if Anzai were pure blooded, he would not be able to get used to the idea of blood. He also says that the only way to get rid of devils is to have sex with a human. He adds that if the sex were illegal, the child would be innocent. He then says that there was a big devil hospital next to Onlone that was for white devils from the time that it opened in 1985 to the time it closed in 95. He thinks that Anzai's father is a murderer, but he doesn't know what it is.
