It's not clear what the problem is, but it sounds like they're trying to get information from the underground. The Underground Man says he can give the Underground Man all the information he has about the organization on the condition his brother and father are spared the death sentence in the future. He says that if his brother takes him back to the dungeon, he'll be able to get more information. He also says that he's going to lock him up and pretend that the government is arresting members of the Underground Organization. He's got some good news: the wedding is two days away, so he can use the wedding as leverage to get his brother's and father's release. He doesn't want to turn the wedding into a bargaining chip for the Underground, but he does think it's a possibility that the Underground will try and stop the wedding because of the wedding. They've already set up a bunch of secret agents in the vicinity of the church, so they'll try to keep the wedding safe even if the Underground tries to sabotage it. They also plan to use swordplay to keep them under control.
