This chapter opens with a warning that the Earth is getting worse. It's getting more and more uninhabitable, and the population of the Earth has grown to six million people. The self-defense forces have arrived, and they're ready to fight anyone who tries to get in their way. They're going to send a bunch of astronauts to find out if the new planet is habitable, and if it is, they'll try to make the first human contact with another planet in outer space.
