He says that the prison has quarantined the entire perimeter of the prison to prevent the spread of the disease. The prison guards who've been infected with the disease have fled the prison. They're being held under "national security laws" , which means that they're probably dead. The chief tells the secretary to take kirishima to the interrogation room. He's going to stay in his office and watch over the situation. The secretary says that he can't do it on his own, so he'll ask the chief to do it for him.
