This chapter's epigraph comes from a line in the play, "What's Not Fair" . It goes something like this: "I'm not fair because I work for a fbi who flips 180 degrees when I tell him what he wants to hear . . and runs away when he hears it ." In other words, the play's title character is not only not fair, but he's also not fair to his co-workers.
