This chapter opens with a flashback to the beginning of the previous chapter, in which we learn that the gods were sent to the underworld to protect the humans from demons. The narrator explains that this is the part of the universe that is ruled by the gods. The gods are supposed to obey the rules of the mortal world, but they can't interfere with the development of the human body. If a god tries to interfere in the mortal realm, it will be considered a violation of the god's rules. If the god doesn't violate the rules, the voice of the future will tell the god to help his or her brother.
